  • Open Enrollment (Julie)
    • Came up last year in reference to a family travel and returning to Horizons
    • Last spring, we didn’t have flexibility to hold the position when if family comes back
    • We can’t guarantee a spot with our class sizes and limited resources
    • Some Ideas/questions:  
      • What if we give priority to families returning?
      • Questions:  Do we give neighborhood families priority?
      • Questions: Do we give priority for diverse families?
    • Request is that after all other priorities have been accounted for a returning family might have priority if the spot was available
      • Is this incentivizing trying other schools?
      • Chance of getting back in is narrow
      • This would “trump” in district folks
    • Changing the charter is a substantial undertaking – should we take on a revision of entire charter rather than just looking at changing just an item?  (Per John, this does not effect changing the charter)
    • PROPOSAL?
      • Do we want to include this?
      • How do we decide how to rank?
      • Philosophical issue:
        • We are talking about what we would like our family population to be here at Horizons
        • Look at Community Mont. and BCSIS for examples of what is valued by those schools
        • If we value relationships, do we want to welcome back the relationships? (“Alumni families” or “Full-time previously enrolled students”)
        • Does it set us up for some level of inequitable? (“Travel returning preference”)
        • Any absence after 14 days, we can give seat to someone else.  And if seat is empty on October count day, our school gets nothing
      • PROPOSAL: Not ready to make a decision tonight – more time needed to make a decision in March or April
        • Previously enrolled full-time student would have preference ranking #5.
        • Questions:
          • We decided to call OE office to check and make sure if this is possible and deadline for changing policy in time for next year’s OE policy.
          • Some discussion of neighborhood school need (and maybe more diverse populations too)
          • What are turn-overs at various grades?
          • What are the situations that have actually occurred in the past?
